The Village does not license dogs or cats but does have an intergovernmental agreement with the Lake County Health Department and their rabies contol program.
Lake County Pet Registration Tags are sold through veterinary facilities. The Village does not sell County animal tags.
Registration of all dogs and cats is required to be completed within 30 days after vaccination. Failure to comply may result in additional financial penalties.
Recreational fires are the only non-permitted outdoor fires allowed by code within the Village of Gurnee and Warren-Waukegan Fire Protection District. The following guidelines shall be followed. Please contact the Fire Department at 847-599-6600 should you have questions or require clarification.

- Garage sales cannot last more than four consecutive days.
- Residents are allowed to hold a maximum of two separate garage sales each year (January 1 - December 31).
- Individuals who exceed two sales per year or four days per sale will be in violation of Village Ordinance and subject to notice from Village Code Enforcement.

Signs in the Public Right-of-Way:
Please note that signs are not allowed to be posted in the public right-of-way, which includes:
- Utility poles
- Traffic lights
- Traffic control signs
- Area between sidewalk & street curb
- Within 15’ of street pavement, where no sidewalks exist
Signs found in the public right-of-way are subject to removal & disposal by the Village, County or State. Signs are allowed on private property, with the owner’s permission. Questions can be referred to the Village of Gurnee Planning & Zoning Division (847) 599-7550.
90-Day Temporary Permits
Temporary handicapped parking permits may be obtained at the Village Hall. An application must be completed by the handicapped individual and signed by his or her physician, at which time a 90-day permit will be issued.
Permanent Disabilities
Permits for permanent disabilities must be obtained through the State of Illinois. Applications for permanent permits are available at the Village Hall.
Individuals interested in applying for a Liquor License are required to complete the Liquor License Application available below. Those who apply are required to submit a $275.00 nonrefundable filing fee. Completed applications, accompanied by the $275.00 filing fee, should be returned to Village Hall, 325 N. O’Plaine Road. Once the application is returned to Village Hall, it will be forwarded to the Gurnee Police Department for processing. From time of submittal to the Gurnee Police Department, applicants should expect 45 to 60 days for the application to be processed and a recommendation forwarded to the Village Board. Once the Police Department forwards a recommendation, the issue will be placed on a Regular Village Board Meeting agenda. Regular Village Board meetings are held on the 1st and 3rd Monday of each month. Click here to view the Village Board Meeting schedule. At the meeting, the Board will approve or deny the issuance of a license. If approved, the applicant will receive a signed license for display at the establishment. If denied, the applicant will be notified in writing of the denial.
It is recommended that applicants review the Village of Gurnee Municipal Code Chapter 6: Alcoholic Beverages as well as Ordinance 2007-87 amending Chapter 6 prior to completing the application form.
Any changes in partnerships, officers, managers, etc. must be reported in writing to the Liquor Control Commissioner within 10 days of the change. Please see Chapter 6: Section 6-18: Changes in interest, partnerships, and corporations of the Gurnee Municipal Code for further detail. Notification of the change must be made on the Change of Agent, Manager, or Director form that is available below.

Pursuant to Ordinance 2021-26 (passed by the Village Board on April 12, 2021), all persons, firms, or corporations wishing to conduct a raffle within the Village of Gurnee must obtain a license from the Village 30 days before the first day raffle chances are sold/issued and must adhere to the rules of Ordinance 2021-26.
